The evidence is compelling. A University of Cambridge study found restorative programmes reduced re-offending by around 27%. Victims who participated were far more satisfied with the process and outcomes, reporting increased confidence in the justice system. The financial case is equally persuasive — for every £1 invested in RJ, society saves around £9 through reduced re-offending and lower justice costs.
A Smarter, More Humane Path
Restorative approaches don’t just benefit individuals. They transform systems. Within prisons, they reduce tension, violence, and self-harm. This also fosters mutual respect and builds safer environments for both staff and prisoners. In communities, restorative work helps prevent escalation, rebuild trust, and support reintegration.
Yet, despite its proven effectiveness, restorative justice remains underused. Only about 5% of victims recall being offered RJ where it could have been appropriate. This gap represents a major missed opportunity for the justice system, and we can no longer afford to ignore it.

The government should urgently:
- Embed restorative options throughout the criminal justice process;
- Ensure every victim and offender has access to RJ;
